Covers OEB cost-of-service applications, filing requirements, and practical lessons from regulatory proceedings.This two-day module builds on Module 1 and provides a deeper, more practical understanding of the cost of service re-basing process for Local Distribution Companies (LDCs). Participants work through detailed case studies and exercises covering revenue requirement, rate design, and the preparation of key components of a cost of service application. The module is designed for those with foundational regulatory knowledge who are actively involved in or preparing for a cost of service filing.


Course Outline

The following topics will be covered:

  • Cost of Service Applications
  • Filing Requirements
  • Operating Expenses (OM&A) and Capital Investments
  • Load Forecast (including CDM adjustment) and the Revenue Requirement
  • Cost Allocation and Rate Design
  • Deferral and Variance Accounts

The session will also provide participants with some of the soft skills that are so important when dealing with regulatory issues, such as explaining the story or narrative behind the LDC and the application, and targeting key messages to stakeholders, ratepayers, and Board staff.
